Using a small bowl combine onion powder, garlic salt, salt, pepper, and parsley. Season the chicken breasts with the seasoning mixture. Now gently place the chicken into the hot oil and cook until done in the middle. Set the chicken aside to cool. While the chicken cools, take the pan off of the heat and place a medium pot over medium heat, then pour in the chicken drippings and stir in the flour. Allow the mixture to cook until brown; pour in the chicken broth and whisk until it starts to thicken. Now add the salt, pepper, and parsley. Continue stir until every thing is incorporated. Take the gravy off of the heat and set it a side. The chicken should be cool enough to shred. Place a portion of rice into a bowl, then place the shredded chicken onto. Now drizzle some of that gravy on top of the chicken and enjoy.
